Good News Translation
Moab has been shattered! Cry out! Moab has been disgraced. It is in ruins, and all the surrounding nations make fun of it. I, the LORD, have spoken."

How it is broken! How they wail! How Moab has turned his back in shame! So Moab has become a derision and a horror to all his neighbors.
