Good News Translation
"The High Priest has had the anointing oil poured on his head and has been consecrated to wear the priestly garments, so he must not leave his hair uncombed or tear his clothes to show that he is in mourning.

New Revised Standard Version
The priest who is exalted above his fellows, on whose head the anointing oil has been poured and who has been consecrated to wear the vestments, shall not dishevel his hair, nor tear his vestments.

If you are the high priest, you must not mess up your hair or tear your clothes in order to mourn for the dead.
